There Needs to be a Private Economical Application that Tracks Personal Spending

There are a lot of banking apps that track spending, so that's not what I'm looking for. I need a app where I can enter the current prices of a items, and then the next time I purchase, I enter the prices again, and it indicates any changes. Along with that, it should leverage the amount of money I have in my account, and show me how much more money I spent with this shopping experience versus last week or last month, with yearly totals to let me know how I'm doing. Since the app is connected online, I need to also track my online purchases, along with subscriptions. As I said, there are online apps that already do that, but I don't want this one connected to a bank or any other kind of company. I need it to be personal, and encrypted, so that it only works on my computer, tablet, or smartphone. Can something like this be done at a reasonable cost ?
